Why is the peer group important? Expectations are different for each group - towards an experienced manager they are probably higher than towards someone who has just joined the company as an intern - and when giving feedback, you want to tell your colleague whether you think he or she is meeting those expectations.
A comment will always make your feedback more helpful - so if you have examples of situations or conversations where you observed something related to a skill, always try to mention those.
